These are common on buildings from 1920’s through the 1950’s. Many chimneys and brick veneers were constructed intentionally raking the mortar inch in from the face of the brick, leaving the top of all the bricks exposed to standing water. This is not conducive to shedding water, which then has to follow inside every mortar joint on its way downward.
